Introduction

Located on the south side of Xiulang Bridge's Xindian end, Jing-Mei White Terror Memorial Park originally served as the Xindian Ershizhang Jing-Mei Military Detention Center. Registered as a historic building in 2007, it became one of two major sites under the National Human Rights Museum in 2018. During martial law, this facility served as an interrogation and detention center for military, political, and security cases. Many political prisoners received their sentences here, making it a site of White Terror injustice. The park contains the Human Rights Memorial Monument, Ren'ai Building, Service Center, barracks area, military court, First Court, Wang Xiling Special Area, library, and other structures. Through permanent exhibitions and educational programs, it conveys universal values of democracy and human rights.

Confinement and Freedom: The Human Rights Memorial Monument and Entrance Symbol
Jing-Mei White Terror Memorial Park established its "Human Rights Memorial Monument" in 2015, connected to the entrance symbol installed in 2007. Formed by towering stone walls, the monument evokes feelings of heaviness and oppression as visitors walk through it, while sunlight filtering through wall cracks symbolizes hope for freedom. The monument records names of political victims executed, who died in prison, received life sentences, or were imprisoned in dark cells between 1947-1990. An inquiry system allows visitors to enter a name and locate its position on the monument.

Witnessing Major Events in Taiwan's History
The park's largest building—Ren'ai Building—served as the Garrison Command Military Law Detention Center during the White Terror period, where many political prisoners were held. Following the 1980 Kaohsiung Incident, military court proceedings took place in the park's First Court. Today, the courtroom recreates that era's interrogation atmosphere based on archival records and historical materials. The Wang Xiling Special Area marks where Wang Xiling, then Director of the Military Intelligence Bureau, was placed under house arrest after the Henry Liu Assassination. Jing-Mei Memorial Park preserves memories of Taiwan's authoritarian era, holding an indelible place in the nation's democratic and human rights history.
